Board Meeting Highlights From Last Night

At the HBCSD’s October 20, 2020, Special Board meeting, Interim Superintendent Magnuson provided an update regarding Orange County COVID-19 conditions and statistics. He noted that as of October 20, 2020, the OC positivity rate for daily tests increased slightly to 4.6% (per 100k tested) as compared to October 5, 2020 (4.4%). He noted similar statistics for Huntington Beach zip codes: 92646 & 92648.

The Board held a discussion regarding: Board Bylaw 9324, Minutes and Recordings; California School Boards Association sample Board Bylaw 9324, Minutes and Recordings; Education Code Sections 35145 and 35163; and Government Code Section 54953.5. related to meeting minutes and recordings. Mrs. Kowalke requested that the Board conduct a Study Session to look into the possibility of having the public attend Board meetings in person and necessary policy changes that may be required for the recording of meetings moving forward. After a brief discussion, the Board unanimously agreed to discuss this topic further at a Study Session meeting on November 10, 2020.

Action Items:

  • The Board of Trustees approved the second amendment to the original agreement for purchase and sale of Gisler Middle School property and escrow instructions by and between the District and Brookfield Homes Southern California LLC (Brookfield).
  • The Board of Trustees approved the proposed Memorandum of Understanding (MOU) between the Huntington Beach City School District and the Huntington Beach Elementary Teachers Association.  This MOU was agreed to by the District and the Association to address reopening schools with
    continued Coronavirus-19 (COVID-19) restrictions.
